About the Journal

The Journal of Ongoing Educational Research (JOER) is an international, peer-reviewed, open-access academic journal dedicated to publishing high-quality, original research in education and allied interdisciplinary fields. JOER aims to contribute to the advancement of educational theory, empirical inquiry, and evidence-based practice that inform policy, leadership, and institutional development in local, regional, and global contexts. JOER serves researchers, educators, policymakers, and practitioners seeking rigorous and impactful scholarship that addresses contemporary and emerging educational challenges.

Aims and Scope

JOER publishes original research articles, case studies, and methodological papers that demonstrate:

  • Clearly defined research problems and objectives
  • Strong theoretical or conceptual grounding
  • Methodological rigor (quantitative, qualitative, or mixed methods)
  • Analytical depth and scholarly contribution
  • Relevance to educational policy, practice, and innovation
  • The journal welcomes submissions in, but is not limited to, the following areas:
  • Basic Education, Higher Education, and Alternative Learning Systems (ALS)
  • Educational Leadership, Management, and Governance
  • Distance, Online, and Blended Learning

Peer-Review Process

  • JOER employs a double-blind peer-review process in accordance with international scholarly publishing standards. Each submission is evaluated by at least two independent reviewers with subject-matter expertise.

Review decisions are guided by the following criteria:

  • Originality and contribution to the field
  • Theoretical and methodological soundness

Ethical compliance

  • Clarity, coherence, and academic writing quality
  • Alignment with the journal’s aims and scope
  • Editorial decisions are made solely on academic merit and reviewer recommendations.

Open-Access Policy

  • JOER operates under a full open-access model, ensuring immediate and permanent access to all published articles. There are no subscription or access fees for readers. Published articles may be freely read, downloaded, shared, and used for lawful scholarly and educational purposes, consistent with open-access best practices.

DOI, Indexing, and Archiving

All accepted articles are assigned a Digital Object Identifier (DOI) through Crossref to ensure permanent accessibility, reliable citation tracking, and global discoverability. JOER is committed to long-term digital preservation, high-quality metadata, and compliance with indexing and archiving standards required by major abstracting and indexing databases, including those aligned with CHED, Scopus, and Web of Science evaluation frameworks.

Submission Guidelines

  • Manuscripts must follow the journal’s official IMRaD template
  • Similarity index must not exceed 15%
  • Minimum 85% language quality score (grammar and readability)
  • Accurate and complete citations and references
  • Ethical clearance and informed consent required when applicable

Publication Ethics and Malpractice Statement

Authors’ Responsibilities

Authors must ensure originality, proper citation, accurate data reporting, and compliance with ethical standards. Plagiarism, data fabrication, falsification, and redundant publication are strictly prohibited.

Reviewers’ Responsibilities

Reviewers must conduct objective, confidential, and constructive reviews, disclose conflicts of interest, and adhere to ethical standards.

Editors’ Responsibilities

Editors ensure fair and unbiased editorial decisions, confidentiality of submissions, and prompt resolution of ethical concerns, including corrections or retractions when necessary.

Handling of Malpractice

Allegations of misconduct are investigated thoroughly. JOER reserves the right to reject, retract, or correct articles found to violate ethical standards.
